In a Report and Order, FCC 10-85, in
which the Commission adopted rules 47 CFR sections 52.26, 52.35 and
newly adopted 47 CFR section 52.36. The FCC has long recognized the
importance consumers being able to keep their telephone numbers
when they switch telephone service providers. In this Report and
Order (R&O), we ensure that service providers can accomplish
these transfers quickly. Called local number portability (LNP), the
ability to transfer a familiar number to a new carrier enhances
competition by enabling a consumer to choose a service provider
based on his or her needs, without being deterred by the
inconveniences of having to change their phone number. This Order
completes the task of facilitating prompt transfers by
standardizing the data to be exchanged when transferring a
customer's telephone number between two wireline providers; a
wireline and wireless provider; or an interconnected VoIP provider
and any other service provider. We also adopt recommendations made
to the FCC by the North American Numbering Council (NANC). The
deadline for implementing one-business day porting is 8/2/10 for
all but small providers, which must comply by 2/2/11.
