Narrative Statement on a New System of Records
Under the Privacy Act of 1974
1. System identifier and name: F084 NMUSAF A, entitled USAF Museum System Volunteer Records.
2. Responsible official: Judith Wehn,Chief, Education Division, National Museum of the U.S. Air Force, 1100 Spaatz Street, Wright-Patterson Air Force Base, Ohio 45433-7102; telephone: (937) 255-3495.
3. Purpose of establishing the system: The Department of the Air Force is proposing to establish a new system of records to maintain an official registry of individuals who volunteer to support the United States Air Force Museum System.
4. Authority for the maintenance of the system (maintained, collected, used, or disseminated) of the system: 10 U.S.C., Chapter 10, Section 1588, Authority to Accept Certain Voluntary Services; 10 U.S.C. Section 8013, Secretary of the Air Force; 5 U.S.C., Section 301, Government Organization And Employees; Department of Defense Instruction 1100.21, Voluntary Services in the Department of Defense; and Air Force Instruction 84-103, U.S. Air Force Heritage Program.
5. Provide the agency’s evaluation on the probable or potential affect on the privacy of individuals: None
6. Is the system, in whole or in part, being maintained, (maintained, collected, used, or disseminated) by a contractor? No
7. Steps taken to minimize risk of unauthorized access: Physical entry is restricted by the use of an electronic key card and is accessible only to authorized personnel. Records are stored in locked file cabinet. Database is on non-networked computer requiring username and password with access restricted to personnel who have been properly screened and who have a need to know.
8. Routine use compatibility: In addition to those disclosures generally permitted under Title 5 U.S.C. 552a(b) of the 1974 Privacy Act, as amended, these records contained therein may specifically be disclosed outside the DoD as a routine use pursuant to Title 5 U.S.C. 552a(b)(3) as follows:
