The Administration for Children and Families (ACF), U.S. Department of Health and Human Services (HHS), is proposing a data collection activity as part of the Innovative Strategies for Increasing Self-Sufficiency (ISIS) demonstration and evaluation. The ISIS evaluation will assess a range of promising post-secondary career pathways programs that promote the improvement of education, employment and self-sufficiency outcomes for economically disadvantaged adults. The major goal of ISIS is to assess the effectiveness of a group of these programs in increasing 1) the receipt of educational credentials, 2) employment and earnings, and 3) self-sufficiency and other measures of well-being. ACF believes that development of rigorous evidence on these matters will be of great use to both policymakers and program administrators.
