This collection of information consolidates all BIS licensing exceptions and exclusions into one collection authority. License exceptions and exclusions allow exporters to exchange a requirement for an approved export license application before exporting, with immediate authority to export followed by a recordkeeping or periodic reporting requirement. Use of these exceptions and exclusions is voluntary and reduces licensing burden in OMB control number 0694-0088 Simple Network Application Process and Multipurpose Application Form.

Under the President's Export Control Reform initiative, approximately 43,000 licensees will be transferred from the Department of State to the Department of Commerce. Of these, approximately 13,000 will be eligible for export under license exceptions STA or GOV. Although this will result in an increase in burden under this collection authority, BIS believes that the overall burden to the public will be reduced.
