Program changes under the Export Control Reform Initiatie will result in approximately 30,000 export licenses being transferred from State (USML) jurisdiction to Commerce (CCL) jurisdiction. The number of export licenses and commodity classifications has also been increased to reflect 2011 fiscal year data. This is an adjustment in agency estimate.
