Section 104(b) of the Consumer Product
Safety Improvement Act directs the Commission to issue safety
standards for durable infant or toddler products. The Safety
Standard for Soft Infant and Toddler Carriers incorporates the ASTM
voluntary standard with certain additions and modifications. There
are requirements for marking, labeling, and instructional
literature that are information collection requirements under the
PRA.
There are 39 known entities
supplying soft infant and toddler carriers to the U.S. market. All
39 firms are assumed to use labels already on both their products
and their packaging, but they might need to make some modifications
to their existing labels. The estimated time required to make these
modifications is about 1 hour per model.
