This report must be submitted annually by refiners and importers of reformulated gasoline and RBOB,
that choose to meet VOC emissions performance standards on average. A separate report must be
submitted for each refinery, while imports must be aggregated and reported as a single import facility.
This report is due with fourth quarter submissions.
