This collection is approved for 1 year. If DOJ plans to extend this collection beyond this time, it should ensure that its 60 and 30 day notices requesting comment on the collection are clear in informing the public who is required to comply with the collection. DOJ advised during OMB review that Juvenile Justice and Delinquency Act grant awardees are required to comply with this collection, and that Office for Crime Victims' financial recipients are required to comply as a matter of policy. DOJ should ensure that its 60 day and 30 day notices are clear that such individuals and entities are required to comply, and should provide in its supporting statement separate burden estimates for each of these respondents.

DOJ requires Safe Streets Act and Juvenile Justice and Delinquency Act grant awardees to prepare and submit to DOJ an Equal Employment Opportunity Plan (EEOP) or a form certifying they meet an exception. DOJ's Office for Victims of Crime requires its financial assistance recipients as a matter of longstanding policy to prepare and submit an EEOP or a certification form. An EEOP is a report that compares the composition of a recipient's workforce, cross-classified by race, national origin, and sex in eight major job categories, to the demographics of similarly qualified people in the relevant labor market. If there is a significant underrepresentation of recipient employees in the eight job categories based on race, national origin, or sex, the recipient must address the disparity and take steps to ensure equal employment opportunities.
