Introduction

The RAND Corporation is conducting a study for the Centers for Disease Control on the costs and cost savings of motor vehicle injury prevention. As part of this study, we are estimating the costs of implementing several different policies and programs designed to prevent such injuries. As the email regarding the request for an interview indicated, much of the cost information we need can be gathered from reviews of the literature; however, we are finding gaps in literature that we hope to fill through interviews. Feel free to pass on any topics you don’t know well but I will ask you for a recommendation for a suitable person to interview about that topic.

We will not attribute any specific response to you personally. You will only be identified in the final report as someone that we spoke with in the course of the study. The interview should take about 60 minutes.

My questions deal with License Plate Impoundment programs which we know operate in your state. These are programs whereby police officers are enabled to seize and impound or destroy the license plate of a DWI offender’s vehicle.

1. After a license plate has been seized or destroyed under this program, do vehicle owners have to visit the DMV to obtain a special plate? To switch it back to a regular plate at the end of the sanction?

2. In your experience, how long does the sanction usually last?

3. What fees are charged associated with the impounded or destroyed plate? Are there additional fees for a new plate once the sanction is over?

4. We plan to include the following in our estimation of costs of implementing such laws in a state: policy development, police time, court system, fees, and DMV costs. What category of cost, if any, is missing? Do you recommend a particular data source for any costs?

5. What is the typical cost of a defendant’s attorney?

6. Is bail ever a common cost with DUI/DWI offenses? Do many of these people run? Are the interest costs substantial?
