The information
collection request contains a pilot study and a main study. We
approve the pilot portion of this study at this time. At the
completion of the pilot study, the agency must submit to the OMB
desk officer a memo describing the results of the pilot (for
example, evaluating cost, incentive use, item nonresponse by groups
of interest) and how these results inform any proposed changes in
the main study. If changes relating to the purpose, use, burden or
overall design are recommended, the agency must discuss these
issues with the OMB desk officer. If the changes do not
substantially alter the purpose, use, burden or overall design of
the study, we would expect to receive a request for non-substantive
change detailing those changes, along with the updates supporting
statements and study materials. The agency will not collect
information for the main study component of this request until it
has received explicit approval to do so from the OMB desk
officer.
