This provision requires the regulatory
authority to conduct periodic inspections of surface coal mining
activities, and prepare and maintain inspection reports for public
review. This information is necessary to meet the requirements of
section 517 of the Surface Mining Control and Reclamation Act of
1977 and its public participation provisions. Public review ensures
that the State is meeting the requirements of the Act and the
approved State regulatory program.
OSM is submitting this
information collection request which will add 172,668 hours as an
adjustment. This increase is primarily due to an increase in the
number of partial inspections which State regulatory authorities
are conducting each year.
