Prior to the
commencement of the Annual Survey of Foreign Direct Investment in
the United States forms distribution, the Bureau of Economic
Analysis (BEA) shall provide on its Internet site prominent links
to a set of finalized survey forms, including instructions and
cover letters. The final forms and letters shall reflect any
changes in the survey year, OMB number expiration date, and BEA
leadership from those submitted for review.

The data collected on the BE-15 Annual
Survey of Foreign Direct Investment in the United States provide a
variety of measures of the overall operations of foreign-owned U.S.
affiliates. The data are needed to measure the size and economic
significance of foreign direct investment in the United States,
measure changes in such investment, and assess its impact on the
U.S. and foreign economies.
The program change responsible
for a decrease in burden was a change to the reporting threshold
for Form BE-15A from $275 million to $300 million of assets, sales,
or net income (loss). Companies that have between $275 million and
$300 million will file the shorter Form BE-15B instead of Form
BE-15A. This decrease was slightly offset by a small increase in
burden due to the addition of questions to Form BE-15C.
