NEFRLS is a Web-based database enabling FEMA to provide a nationally available and recognized database allowing adults (including medical patients) that have been displaced by a Presidentially-declared disaster or emergency to voluntarily register via the Internet or a toll-free number. This database will then allow individuals to search for displaced friends and family members.

There was an adjustment increase in burden hour per respondent from 5 minutes to 10 minutes when taking registration using the NEFRLS 1-800 Registration. This increase in minutes is to ensure quality and assurance when capturing customer data over the phone and the number of respondents has decreased from 42,717 to 42,000 (-717 respondents. The decrease in respondents is due to the large amount of users relying on the Internet for registration. Therefore was an adjustment increase from 3,560 to 6,972 (+3,412) in total burden hours. There was an adjustment decrease in the number of respondents using the Internet Registration, from 14,239 to 14,000 (-239 respondents). Therefore the burden hours have decrease from 1,187 to 1,162 burden hours (-25 hours). The adjustment decrease was due to www.disasterassistance.gov forwarding customer information to NEFRLLS. This web service enables NEFRLS to have customer data more readily available. The program office has determined that the 1-800 search and the Internet search engines for the NEFRLS does not collect any new information. Therefore a burden program change of -97,422 burden hours has been eliminated from this data collection submission.
