Manufacturers are allowed to introduce into commerce heavy-duty engines or vehicles (including light-duty trucks) that fail to comply with applicable emission standards upon payment of a monetary penalty. Manufacturers who elect to participate submit periodic reports and information such as the results of emission testing conducted during the PCA.
