The information collection requirement
for a voyage plan would serve as a preventive measure and assist in
ensuring the successful execution and completion of a voyage in the
First Coast Guard District. This rule (33 CFR 165.100) applies to
primary towing vessels engaged in towing certain tank barges
carrying petroleum oil in bulk as cargo.
The change (i.e., decrease) in
burden is an ADJUSTMENT due to a decrease in the single-hulled tank
vessel population. Single-hulled tank barges are being replaced by
more modern double-hulled tank barges. This shift in vessel hull
type is due to the mandated single-hull tank vessel phase-out
prescribed in the Oil Pollution Act of 1990. There is no proposed
change to the recordkeeping requirements of this collection. The
recordkeeping requirements, and the methodology for calculating
burden, remain unchanged.
