The supporting
statement notes that the FBI and the UCR Program have not yet
publicly presented tabulations from the cargo theft collection
because of its relatively recent starting date and its ¿low data
representation.¿ As part of broader efforts to improve the quality
of UCR component programs, the FBI should begin generating
first-cut, draft tabulations from several years of the cargo theft
data and convene discussions with contributing law enforcement
agencies and with relevant stakeholders to assess the accuracy of
the current cargo theft collection, identify contributors to and
barriers to full voluntary response under the cargo theft incident
report, and identify improvements to the content and quality of the
collection. Within 12 months (and certainly as part of a
revision/continuation request), the FBI should report to OMB on
levels of response (and known nonresponse) to the cargo theft
incident report and provide a plan for increasing voluntary
response.

109-177 (H.R. 3199), March 9, 2006, USA Patriot Improvement and
Reauthorization Act of 2005, this collection requests cargo theft
incidents from city, county, state, federal, and tribal law
enforcement agencies in order to establish a national clearinghouse
for the collection and dissemination of cargo theft crime data
within the FBI's Uniform Crime Reporting Program.
