The Urban Institute, a policy research organization, under contract with the U.S. Department of Housing and Urban Development (HUD) is collecting baseline data on residents living in the neighborhoods participating in HUD’s Choice Neighborhoods Initiative (CNI). The survey and other data collection efforts will help HUD evaluate the Choice Neighborhoods Initiative, particularly its effects on the residents of the neighborhood targeted for redevelopment.
You will take the survey over the phone, with an operator from Decision Information Resources, Inc. (DIR), our partner on the project who is responsible for interviewing residents through its call center. DIR is a Houston-based company that provides government, businesses, private, and nonprofit organizations with research, evaluation, and assistance. The staff at DIR will walk you through all the questions in this survey, which covers topics like housing, income, services, transportation, neighborhood conditions and safety, and child well-being. It will take about 45 minutes on average to complete the survey and you will receive a $50 monetary gift for completing the survey. Your responses will help us understand more about the characteristics of residents in [neighborhood name], how you feel about the neighborhood, and how CNI may impact you. Participation in this study is completely voluntary, but very important to our work. You may choose not to answer any questions and you can stop the interview at any time. Your decision will not affect any housing subsidies, social services, or public benefits you might receive now or in the future.
Everyone working on this research project has promised to protect the privacy of your information and your responses from today, as well as any information we get from other sources. We recognize that this information is sensitive and protected by the Privacy Act. Only the researchers at HUD and other researchers specifically designated by HUD will see your information. We will keep your information private by:
Keeping all information about you in a locked drawer or in a secure password-protected computer;
Only allowing people who are on a designated research team and have signed confidential data use agreements to look at your information;
Keeping your name and your answers in separate files;
Not using your name or any other identifying information in our reports; and
Summarizing the data of all residents in the study in any reports.
The collection of this information is authorized by Title V of The Housing and Urban Development Act of 1970, 12 U.S.C 1701z-1 et seq.
