Abstract: The Locomotive Inspection Act requires railroads to inspect, repair, and maintain locomotives and event recorders so that they are safe, free from defects, and can be placed in service without peril to life. Crashworthy locomotive event recorders provide FRA with verifiable factual information about how trains are maintained and operated, and will be used by FRA and State inspectors for Part 229 rule enforcement.

Short Statement: The burden has increased by 1,349,672 hours. The increase in burden is due to both program changes and adjustments. *****Please see the table in the answer to question number 15 of the Supporting Justification for a complete itemization of each. The current burden OMB inventory for this information collection shows a total of 863,951 hours, while the present submission exhibits a burden total of 2,213,623 hours. Hence, there is an overall burden increase of 1,349,672 hours. The cost to respondents has increased by a total of $14,963 from the previous submission. The increase is due to three adjustments ($630 for the cost of 21,000 tags under § 229.9 not previously accounted for as well as $30 for 1,000 decals under§ 229.85 and $30 for 1,000 tags under § 229.135 not previously accounted for) and program changes for tags under § 229.15 and §229.46 ($153 for 5,100 tags). Further, there was an adjustment for not including the cost of stencils under section 229.123 previously, which increased the cost by $2,000. Also, mailing costs for program changes under §229.311 ($100 for 20 written reports) and under Appendix F of Subpart E ($20 for Fed Ex cost to send the required written report) amounted to $120 Finally, there was a program change involving training materials under section 229.317 of new Subpart E. This program change increased the cost by $12,000. (Note: The OMB inventory for this information collection incorrectly lists the previous cost to respondents as $184,871 rather than the correct cost of $185,000 detailed in the last approved submission. As a result, ROCIS fails to account for the difference of $129 in its table and shows a change in cost to respondents of $15,092 rather than the correct increase of $14,963.)
