Public Law 112-96, the Middle Class
Tax Relief and Job Creation Act of 2012, provides states with the
opportunity to allow Unemployment Insurance (UI) claimants in the
Federal Emergency Unemployment Compensation program of 2008 (EUC08)
to participate in a reemployment program that helps them start
their own businesses known as Self Employment Assistance (SEA).
Currently, a handful of states use this reemployment program, for
which a minor amount of information (claimants entering the
program, and weeks and amounts of dollars paid) is collected under
OMB Control Number 1205-0010. With the expansion of this program to
something that could involve more people, and with a need to
collect data documenting state activities and results, ETA seeks
approval for a new reporting instrument specific to the SEA
program.
This provision of the
Middle Class Tax Relief and Job Creation Act of 2012, enacted March
2, 2012, requires that information in this information collection
request be collected immediately or as soon as practicable. The
provision sunsets December 31, 2012.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
