provisions of the ESA (16 U.S.C. 1531
et seq.), as amended, and/or the MMPA,

issued requested permits subject to
certain conditions set forth therein. For
each permit for an endangered species,
we found that (1) The application was
filed in good faith, (2) The granted
permit would not operate to the
disadvantage of the endangered species,
and (3) The granted permit would be

Data Elements for Student Enrollment
in Bureau-Funded Schools

I. Abstract
These collections help support the
educational efforts for American Indian
and Alaska Native students from
elementary through post-secondary
levels.

The BIA requests your comments on
these collections concerning: (a) The
necessity of this information collection
for the proper performance of the
functions of the agency, including
whether the information will have
practical utility; (b) The accuracy of the
agency’s estimate of the burden (hours
and cost) of the collection of
information, including the validity of
the methodology and assumptions used;
(c) Ways we could enhance the quality,
utility, and clarity of the information to
be collected; and (d) Ways we could
minimize the burden of the collection of
the information on the respondents,
such as through the use of automated
collection techniques or other forms of
information technology.
Please note that an agency may not
conduct or sponsor, and an individual

Application for Admission to Haskell &
SIPI
The BIA is requesting renewal of
OMB approval for the admission forms
for Haskell Indian Nations University
and the Southwestern Indian
Polytechnic Institute. These admission
forms are used in determining program
eligibility of American Indian and
Alaska Native students for educational
services. These forms are utilized
pursuant to 25 U.S.C. 2 and 2007(f).
Adjustments were made to the total
annual cost burden to accurately reflect
the cost to submit the applications, in
addition to the filing fee per application
for Haskell.
Student Transportation Form
The BIA is requesting renewal of
OMB approval for the Student
Transportation Form. The Student
Transportation regulations in 25 CFR
part 39, subpart G, contain the program
eligibility and criteria that govern the
allocation of transportation funds.
Information collected from the schools
will be used to determine the rate per
mile. The information collection
provides transportation mileage for
Bureau-funded schools, which
determines the allocation of
transportation funds. The burden hours
has decreased from six to two hours due
to the implementation of the Web-based
system, NASIS, to collect this
information, which has reduced the
total annual burden hours from 726 to
366 hours. There is an increase in the
average number of respondents to this
collection from 121 to 183, to accurately
reflect the number of respondents.

The BIA is requesting renewal of
OMB approval for the Student
Enrollment Application in Bureaufunded Schools. School registrars
collect information on this form to
determine the student’s eligibility for
enrollment in a Bureau-funded school,
and if eligible, to identify the student’s
base and supplemental educational and/
or residential program needs. The
Bureau of Indian Education compiles
the information into a national database
to facilitate budget requests and the
allocation of congressionally
appropriated funds.

The Bureau of Indian Affairs (BIA) is
seeking renewal of the approval for the
information collection conducted under
25 CFR part 243, Reindeer in Alaska,
which is used to monitor and regulate
the possession and use of Alaskan
reindeer by non-Natives in Alaska. The
information to be provided includes an
applicant’s name and address, and
where an applicant will keep reindeer.
The applicant must fill out an
application for a permit to get a reindeer
for any purpose, and is required to
report on the status of reindeer annually
or when a change occurs, including
changes prior to the date of the annual
report. Comments were received in
response to the Federal Register notice
(76 FR 71600) which did not address the
information collection; therefore, we
have not changed the collection. This
renewal does include changes to the
burden hours, reducing the number of
respondents from 21 to 18. In addition,
we have changed the number of forms
associated with this collection from two
to four to accurately reflect the forms
being used to collect this information.
The BIA requests that you send your
comments on this collection to the
