The Agency for International
Development (USAID) is collecting this additional information in
order to conduct screening of potential recipients of USAID
contracts, grants or other funding assistance. The information will
be used for screening of non-governmental organizations, both
profit and non-profit, who bid on contracts or apply for grants or
other funding assistance in order to prevent inadvertent support to
entities or individuals associated with terrorism. The respondents
are those non-governmental organizations or individuals applying
for USAId funding assistance.
The original intent of the
Partner Information Form (PIF) enabled USAID to collect information
from individuals and/or officers of non-governmental organizations
(NGOs) who apply for USAID contracts, grants,cooperative
agreements, other funding from USAID, or who apply for registration
with USAID as Private and Voluntary Organizations (PVO). Collection
of personally identifiable information from these individuals is
specifically used to conduct screening to ensure that neither USAID
funds nor USAID-funded activities inadvertently provide support to
entities or individuals associated with terrorism. Since the
initial approval of the PIF used initially in West/Bank Gaza, USAID
has implemented a similar vetting program in Afghanistan and is
currently developing a pilot program in five additional countries
which will be implemented by the end of calendar 2012. Due to the
anticipated increased use of the form with Afghanistan and the
pilot program USAID has adjusted the anticipated number of
respondents to 44,000 and adjusted the time burden
accordingly.
