MTF Recipient Survey Items
Dear [Respondent Name],
As a current or former participant in the NSF Master Teaching Fellowship (MTF) track of the Robert Noyce
Teacher Scholarship Program, you are invited to participate in a short survey about your experiences.
This survey is being conducted by Abt Associates Inc., an independent social research firm, for the National
Science Foundation (NSF) to gain a better understanding of the implementation and effectiveness of the
Robert Noyce Teacher Scholarship program. It is part of a comprehensive evaluation, the results of which will
be used to make recommendations regarding the Noyce program.
OMB Clearance Number: XXXX-XXXX
Expiration Date: XX/XX/XXXX
Burden Disclosure Statement
According to the Paperwork Reduction Act of 1995, no persons are required to respond to a
collection of information unless it displays a valid OMB control number. The valid OMB control
number for this collection is XXXX-XXXX. Public reporting burden for this collection of
information is estimated to average 30 minutes, including the time for reviewing instructions,
searching existing data sources, gathering and maintaining the data needed, and completing
and reviewing the collection of information.
Confidentiality and Participation
Participation in the survey is voluntary and nonparticipation will have no impact on you or your institution. All
information that would permit identification of an individual respondent will be held in strict confidence, will
be used by only persons engaged in and for the purpose of the survey, and will not be disclosed or released to
others for any purpose except as required by law. Reports will never identify you by name, and information
from the study will only be reported in the aggregate at the program level. Survey data files will be shared
with NSF at the end of the study, only after study team members have examined the data to be free of any
information that could help identify you; your frank and open responses will help NSF make changes to
improve the program to make it more effective. Hence, we encourage you to respond candidly about your
experiences. Separate from your individual responses to the survey, we will provide NSF any updated contact
information we have found or requested from you. None of this contact information will be linked in any way
to your survey responses.
If you have questions about the study, please contact us at NoyceEval@abtassoc.com. You may also contact
Joan Prival, the Lead Program Director of the Robert Noyce Teacher Scholarship Program, by e-mailing
jprival@nsf.gov, or Connie Kubo Della-Piana, the Program Evaluation Officer at the Division of Undergraduate
Education within the National Science Foundation, by e-mailing cdellapi@nsf.gov.

Unless otherwise indicated, only one response is allowed per question.
For questions that allow multiple responses, if “Don’t Know” or “Not Applicable” is checked, no

SECTION A: BACKGROUND INFORMATION
Before we begin, please confirm the following information.
A1.
Is your name [name of respondent]?
1
0
Yes [SKIP to A2]
No
Programming instruction: Question A1 is required. If R doesn’t answer, say “Please provide an answer below.” If
R selects No, ask A1a.
A1a. What is your name? __________________________________________________
Programming instruction: If A1=0, send an auto-notification to noyceeval@abtassoc.com with responses to A1
and A1a, then ask A2. Auto-notification should read as follows: “MTF Recipient #[Recipient ID], [Respondent
Name], indicated that the name in our database is incorrect. The correct name should be [response to A1a].”
A2.
The NSF Teaching Fellowship/Master Teaching Fellowship Track of the Robert Noyce Teacher
Scholarship Program supports the development of NSF Master Teaching Fellows (MTFs) by providing
professional development (e.g., leadership training, workshops, academic courses), salary supplements
and other support to exemplary mathematics and science teachers who commit to becoming a Master
Teacher within a high need school district.
Have you ever received a Master Teaching Fellowship (MTF) from the Robert Noyce Teacher
Scholarship Program?
1
0
Yes [SKIP to A3]
No
Programming instructions:
A2 is required. If R selects “No” or does not provide a response, say “According to [PI Name] of [IHE], you
received a Master Teaching Fellowship (MTF) through [Award Name] in [Award Year]. If this is correct,
please select “Yes” below.” If this question is left blank again, say “A response to this question is required
before continuing with the survey. If you are unsure how to answer this question, please contact us at
NoyceEval@abtassoc.com. Thank you.” If R selects “No,” ask A2a and follow the appropriate instructions.
If R selected “Yes,” skip to question A3 and continue with this survey.

Please note that the Robert Noyce Teacher Scholarship Program seeks to encourage talented
science, technology, engineering, and mathematics (STEM) majors and professionals to become
K-12 mathematics and science teachers. The program provides funds to institutions of higher
education (IHEs) to support scholarships, stipends, and academic programs for undergraduate
STEM majors and post-baccalaureate students holding STEM degrees who earn a teaching
credential and commit to teaching in high-need K-12 school districts.
The NSF Teaching Fellowship (TF) supports STEM professionals who enroll as NSF Teaching
Fellows in master's degree programs leading to teacher certification by providing academic
courses, professional development, and salary supplements while they are fulfilling a four-year
teaching commitment in a high need school district. The NSF Master Teaching Fellowship (MTF)
provides professional development and salary supplements for exemplary mathematics and
science teachers to become Master Teachers in high need school districts.
Programming instructions:
A2a is required if A2=No. If R leaves this item blank, display the following: “Please provide a response below.
If you are not sure how to answer this question, please e-mail noyceeval@abtassoc.com. Thank you!”
If option 97 is selected, display the following text: “This survey was intended for individuals who participated
in NSF’s Noyce Teacher Scholarship Program. We apologize for any inconvenience.” Then, SKIP to “Thank
You Script” at the end of the survey and send an auto-notification to noyceeval@abtassoc.com with
responses to A1-A2a. Survey status = ineligible respondent. Auto-notification should read as follows: “MTF
Recipient #[Recipient ID], [Respondent Name], selected “I never received support from the Robert Noyce
Teacher Scholarship Program” for question A2a and was subsequently exited from the survey. Responses to
previous questions were as follows: A1: [response to A1], A1a: [response to A1a] and A2: [response to A2].”
If options 1-3 are not selected under A2, but option 95 is selected, display the following text: “This survey
was intended for individuals who participated in NSF’s Noyce Teacher Scholarship Program. If you qualify for
one of our other Noyce recipient surveys, we will contact you again very soon. We apologize for any
inconvenience.” Then, SKIP to “Thank You Script” at the end of the survey and send an auto-notification to
noyceeval@abtassoc.com with responses to A1- A2a. Survey status = ineligible respondent. Autonotification should read as follows: “MTF Recipient #[Recipient ID], [Respondent Name], selected “Other”
for question A2a and was subsequently exited from the survey. Other response = [A2a Other Text].
Responses to previous questions were as follows: A1: [response to A1], A1a: [response to A1a] and A2:
