Justification:
USCIS is changing the Form I-601 Instructions in part to require applicants residing outside of the United States to file the Form I-601 and appropriate fees with USCIS domestically rather than with the nearest U.S. Embassy or consulate. The changes are not substantive in nature and do not impact the information collection or the burden on the applicant.
