Justification for Non-Substantive Change Request to Issue TEGL 6-09 Change 1,

OMB1205-0392 (TAPR Report)


This TEGL incorporates two separate non-substantive changes already approved by OMB for 1205-0392 (see Notices of Action issued December 22, 2009, and August 15, 2011). It also incorporates a list of edit checks designed to ensure that participant records collected through OMB 1205-0392 contain valid data. Over 80% of these edit checks have already been implemented and incorporated into the web portal through which states submit data for this collection. These edit checks are available on a DOL ETA website at www.doleta.gov/tradeact . The remaining 20% of edit checks will be implemented on April 1, 2012. Edit checks do not alter the nature of the data requested or collected, but instead ensure that the information collected is accurate and consistent with the approved data specifications provided in OMB 1205-0392.


The publication of this TEGL will provide content that consolidates material already approved by OMB. ETA requests approval to issue the TEGL to give states as much lead time as possible to prepare for implementation on April 1, 2012.
