Below is the Programs response to the comment.


10 sites will be chosen randomly from the 48 contiguous states (HI and AK and 6 territories will

be eliminated due to high travel costs), to get an even distribution covering the following

variables:

* All 10 standard geographical regions as determined by the OMB Circular A-105;

* Mean poverty level, based on the average of the percentage of people whose income

in the past 12 months is below the poverty level from the zip codes of the 2009 PATH

providers and American Community Survey, varying from the lowest to the highest;

* Mean urbanicity level, based on the average urbanicity level of the 2009 PATH

providers based on the USDA 1 to 9 urbanicity scale; and

* the 2009 PATH funding for selected states ranging from the minimum of $300,000 to

over 1 million.
