The US Government does not have the authority according to the US Constitution to establish religion. The government is dependent upon civilian Religious Organizations for their Religious Ministry Professionals (RMP) to fill the requirement for military chaplains. This form is for Religious Organizations to certify that their Religious Ministry Professionals are fully qualified according to Department of Defense Instruction 1304.28 to represent their Religious Organization and that they will perform all duties in the pluralistic setting required for military chaplains.
