Form 5500 filings are processed under
the ERISA Filing Acceptance System 2 (EFAST-2), which is designed
to simplify and expedite the receipt and processing of the Form
5500 by relying on computer-scannable, Internet-based forms and
electronic filing technologies.
The Department needs to
revise its Application for EFAST-1 Electronic Signature and Codes
for EFAST Transmitters and Software Developers to reflect the
current web-based registration process for credentials under the
EFAST-2 electronic processing system. The Department would be
unable to revise the information collection in a timely manner if
the usual PRA procedures were followed. The information required to
be submitted as part of the registration process for EFAST-2 is
substantially similar to the information that was required to
complete the Application for EFAST-1 Electronic Signature and Codes
for EFAST Transmitters and Software Developers. Identifying
information is required to be submitted and the registrant is also
must identify its user type.

The increase in the number of
responses is due to the fact that all plans most file Form 5500
electronically, which means they have to use the EFAST-2
registration process. This increase led to in increase in estimated
total hour burden to comply with the information collection,
although the burden to obtain EFAST-2 credentials is estimated to
be the same as it was to apply for EFAST-1 credentials. The annual
cost burden is eliminated, because the registration is now done
exclusively by electronic means; EFAST-1 applications could be
mailed, which resulted in material and postage costs.
