The OMB Notice of Action, dated April 10, 2008, noted that OMB considers this to be a qualitative survey, not representing the population. The OMB requested that the agencies share a draft of the report prior to submitting it to Congress. The agencies have not completed the report, but plan to share it with the OMB prior to submitting it to Congress.
