The increase in burden is
attributed to an adjustment in the number of respondents completing
the application from 1,600 to 3,500. The introduction of the
Permits On-Line (PONL) system reduced the burden per response for
those who utilize the system from 1.75 hours to 1 hour; resulting
in a reduction of 470 hours due to program change.
