GENERAL INFORMATION
Background.-- Commerce issued antidumping duty order on small-diameter circular welded
carbon steel pipes and tube from Taiwan on May 7, 1984 (49 FR 19369). Commerce issued
countervailing duty orders on imports of certain welded carbon steel pipes and tubes from Turkey
and antidumping duty order on certain welded carbon steel pipes and tubes from Thailand on
March 7 and March 11, 1986, respectively (51 FR 7984 and 51 FR 8341). Commerce issued
antidumping duty orders on imports of certain welded carbon steel pipes and tubes from India and
Turkey on May 12, 1986 and May 15, 1986, respectively (51 FR 17384 and 51 FR 17784). On
November 2, 1992, Commerce issued antidumping duty orders on imports of circular welded
nonalloy steel pipe from Brazil, Korea, Mexico, and Taiwan (57 FR 49453).
On July 1, 2011, the Commission instituted this proceeding pursuant to section 751(c) of the Tariff
Act of 1930 (19 U.S.C. § 1675(c)) (the Act) to determine whether revocation of the orders would
be likely to lead to continuation or recurrence of material injury to the domestic industry within a
reasonably foreseeable time (76 F.R. 38691). If the Commission makes an affirmative
determination on a particular order, that order will remain in place. If the Commission makes a
negative determination on a particular order, the Department of Commerce will revoke that order.

Anone,@ write Anone.@ If information is not readily available from your records in exactly the
form requested, furnish carefully prepared estimates. Answers to questions and any necessary
comments or explanations should be supplied in the space provided or on separate sheets attached
to the appropriate page of the questionnaire(s). If your firm is completing more than one
questionnaire in connection with this proceeding (i.e., a producer, importer, purchaser, and/or
foreign producer questionnaire), you need not respond to duplicated questions in the
questionnaires. Questionnaires may be filed either electronically or in paper form.
Consolidate all establishments in Brazil, India, Korea, Mexico, Taiwan, Thailand, or
Turkey..--Report the requested data for your establishment(s) located in Brazil, India, Korea,
Mexico, Taiwan, Thailand, or Turkey. Firms operating more than one establishment in a
particular country should combine the data for all establishments in that country into a single
report. Firms with operations in more than one country in this proceeding should submit
separately questionnaire responses per each country within which it operates.
Electronic completion.--Your firm is encouraged (but not required) to complete the questionnaire
electronically in MS Word format. The MS Word versions of all the questionnaires in this
proceeding are available online at the ITC web page or may be obtained directly from the
Commission’s Investigator, Nathanael Comly (nathanael.comly@usitc.gov, or 202-205-3174).
Electronic submission.--To the degree that it is possible and not overly burdensome, the
