The evaluation will survey state
coordinators and district liaisions for Education for Homeless
Children and Youth (EHCY) Program. The evaluation addresses
research questions in the following areas of program
implementation: (1) the collection and use of data on homeless
children and youth; (2) the expenditure of EHCY Program funds; (3)
the policies and services provided by local education agencies
(LEAs) to remove barriers that prevent homeless children and youth
from accessing a free, appropriate public education; and (4) the
coordination of such efforts at the local level.
