SBA should
review all information collections to be consistent with the "plain
writing" requirements outlined in OMB M-11-15, Final Guidance on
Implementing the Plain Writing Act of 2010. SBA should also make
sure this and other web based collections are consistent with memos
M-10-23, Guidance for Agency Use of Third-Party Website and
Applications, and M-10-22, Guidance of Online Use of Web
Measurement and Customization Technology.

The collection is necessary for the
proper performance of SBA functions relating to the 8(a) Business
Development (BD) program. Surety results will help SBA create
program performance metrics to measure program impact. The
respondents will be small businesses that are current or former
Participant firms of the 8(a) BD program from 1988 through
2009.
