and increased its estimate of the cost to the Federal Government

Annual reports are required to be
filed by Class I railroads (currently seven), which have revenues
in excess of 250 million dollars, under 49 U.S.C. 11145. Reports
are used to monitor and assess railroad industry growth, financial
stability, traffic, and operations and to identify industry changes
that may affect national transportation policy. Reports are also
used to fulfill various statutory requirements under the Interstate
Commerce Act. The Board is proposing to require respondents to
submit a supplemental R-1 schedule, on which they will list their
investments and expenditure costs related to the implementation of
the Positive Train Control (PTC)requirements of the Rail Safety Act
of 2008. Under the proposal in Ex Parte 706, the supplemental
schedule will not be included in the Board's Uniform Rail Costing
System. Rather, the proposed supplement will help the Board monitor
the emergence of PTC as a factor affecting the financial condition
of the rail industry.
