The Delinquent Filer Voluntary
Compliance Program is intended to encourage, through the assessment
of reduced civil penalties, delinquent plan administrators to
voluntarily comply with their annual reporting obligations under
Title I of the Employee Retirement Income Security Act of
1974.

The total cost and hour burdens
have been adjusted to reflect updated information on the number of
plans utilizing the DFVC Program and updated wage and labor costs.
Additionally, the estimates for labor costs for both has changed to
improve the incorporation of benefits costs such as health care and
pensions in addition to the already factored in overhead
costs.
