Each year Congress appropriates funds to approximately 3,100 public housing agencies (PHAs) for modernization, development, financing, and management improvements. In FY2010, Congress set aside $40 million for the CFCF Program. PHAs may submit applications for funding using forms in this ICR.

Supporting Statement for Paperwork Reduction Act Submissions
A. Justification:
Why is this information necessary?
The HUD Appropriations Act, 2010 (Public Law 111-117, enacted on December 16, 2009) permits the Secretary to use up to $40,000,000 of capital fund appropriations for grant funding to develop facilities to provide early childhood education, adult education, job training or similar services for public housing residents based on an identified need.
Public housing agencies (PHAs) submit applications for funding in response to the Capital Fund Education and Training Community Facilities (CFCF) Notice of Funding Availability (NOFA). The submitted information demonstrates applicant experience and plans to implement the grant requirements, including narrative response to NOFA criteria, exhibits, certifications, data forms, supporting documentation, maps and drawings. The information will be used by HUD staff to evaluate threshold requirements and rate and rank grant applications.
The purpose of the CFCF program is to provide capital funding for the construction, rehabilitation or purchase of facilities. These facilities offer comprehensive, integrated supportive services to help public housing residents achieve better educational and economic outcomes resulting in long-term economic self-sufficiency. Funding is awarded on a competitive basis based on NOFA criteria and the information contained in each PHAs application.

The CFCF application is collected through electronic means through grants.gov and PHAs are notified of grant award through web postings.

Information for CFCF applications is not collected elsewhere. The information collected is specific to current funding; this information from PHAs is not previously collected.

HUD would not be able to ensure distribution and effective use of funds if this collection were not conducted. This is a one-time collection unless annual funds are renewed by Congress.

A notice of proposed information collection for the Capital Fund Education and Training Community Facilities was published in the Federal Register on October 29, 2010, Volume 79; page 66774. No comments were received.

14. Annualized cost to the Federal Government - The estimated annualized cost to the Federal Government is based on the hourly rate of $47, the 2008 General Pay Scale for a GS 14 Step 1, which represents the staff of HUD’s Office of Public Housing Investments (OPHI). This office primarily administers the Capital Fund Program.

This is an extension to a previously approved new collection adapted for this new competitive offering of funds.
