The American Recovery and Reinvestment Act of 2009 (Recovery Act) establishes and provides funds for the Broadband Technology Opportunities Program (BTOP) and directs that these funds be awarded by September 30, 2010. These funds will be made available for competitive grants to expand public computer center capacity; for competitive grants for innovative programs to encourage sustainable adoption of broadband service; and to fund the State Broadband Data and Development Grant Program (Broadband Mapping Program) authorized by the Broadband Data Improvement Act. The Broadband Mapping Program is designed to support the development and maintenance of a nationwide broadband map for use by policymakers and consumers.

The program change is based on revisions to the performance progress reports which will improve the quality of the data collected, eliminate unnecessary burden, and produce information more closely tailored to NTIA’s monitoring needs. The adjustment decrease is based on a reduction of respondents/responses.
