Guidance on Identifying NDTS Points of Contact (Survey Recipients)

NDIC Field Intelligence Officers
Please use the following guidelines when determining the survey recipient:


The survey recipient should be the person in the LEA that is most knowledgeable of
the overall drug situation in the agency’s jurisdictional area. In most cases, this
person will be the Narcotics Commander or person in charge of the agency’s
narcotics unit.



In some cases, especially smaller LEAs, lower ranking officers may have the best
“hands on” knowledge of the drug situation in the area and should be designated as
the survey recipient.



For some agencies, the agency head (e.g., Chief of Police, Sheriff) will want to be
listed as the NDTS POC whether or not he or she is the most knowledgeable of the
drug situation for that agency. In these cases, please try to determine, to the extent
possible, that the agency will pass the survey to the appropriate subordinate (e.g.,
drug unit head) to complete the survey.



Please encourage larger agencies with gang units to direct the drug/gang questions in
the NDTS questionnaire to the person or persons within the agency that can best
respond to these questions as they pertain to the overall situation within the agency’s
jurisdiction. Feedback from NDTS respondents has indicated that many agencies
“split” the NDTS survey items between their narcotics and gangs units as appropriate
to ensure the most accurate response.
