National Drug Intelligence Center National Drug Threat Survey

A. JUSTIFICATION
1. Title IX Section 9078 of Public Law 102-396, establish the National Drug Intelligence
Center (NDIC), with the responsibility to coordinate and consolidate drug intelligence
from all a national security and law enforcement agencies. The General Counterdrug
Intelligence Plan designated NDIC as the nation’s principal center for strategic domestic
counterdrug intelligence. Part of the mission of NDIC is to prepare national, regional, and
state drug threat assessments.
2. The mission of the National Drug Intelligence Center (NDIC) to prepare strategic
intelligence products to provide federal, state, and local policymakers and law
enforcement decision makers with information to assist in forming counterdrug policy
and plans allocating resources in the fight against illegal drugs. NDIC products
produced annually include a National Drug Threat Assessment, Drug Market
Analyses for High Intensity Drug Trafficking Areas (HIDTAs), Regional Drug Threat
Assessments for the nine Organized Crime Drug Enforcement Task Force (OCDETF)
regions, drug-specific threat assessments for marijuana and methamphetamine, and a
cocaine availability assessment.
The information requested of state and local law enforcement and counterdrug
agencies through the National Drug Threat Survey (NDTS), combined with other
local, state, and federal information, is used to present an accurate picture of the
national drug threat. NDTS statistical estimates are used by NDIC analysts to
corroborate and verify anecdotal drug intelligence obtained from various sources. In
addition to supporting NDIC products targeted to counterdrug policymakers, the
statistical estimates derived from NDTS response data also are used by local, state,
and federal agencies in support of counterdrug and public health programs.
To ensure the accuracy of data obtained through the NDTS, NDIC annually verifies
the appropriate point-of-contact (POC) at each law enforcement agency (LEA)
selected in the NDTS sample (see Section B) to ensure that the most accurate data are
obtained via the survey. NDIC Field Intelligence Officers who have ongoing
relationships with counterdrug personnel in LEAs within their areas of responsibility
are tasked to verify the POC at each agency. A protocol for POC identification is
attached.
3. The use of this form provides the most efficient means for collecting and processing the
required data. Providing electronic submission as the sole method of response is
unreliable since many local agencies do not have the capability to respond to the survey

electronically. An Internet Web site is available for respondents with the capability to
respond electronically. Respondents are urged to respond electronically, whenever
possible, through notification letters and reminders sent to survey recipients.
4. There is no similar information available currently that can be used for this purpose.
5. This collection of information does not have an impact on small businesses or entities.
6. The use of this information provides several benefits to both the provider and NDIC. The
information received is analyzed and included in an intelligence product that is shared,
thus providing a complete picture of the national, regional and local drug threat.
7. There are no special circumstances applicable to this information collection.

By notice in the Federal register on October 20, 2009, at fr20oc09-74, the National
Drug Intelligence Center notified the public that was collecting information for the
National Drug threat Assessment. The notice allowed for a 60-day public comment
period. The NDIC has received no public comments.
By notice in the Federal register on January 8, 2010, at fr08ja10-70, the National Drug
Intelligence Center notified the public that was collecting information for the National
Drug threat Assessment. The notice allowed for a 30-day public comment period. The
NDIC has received no public comments.

9. NDIC does not provide payment to respondents.
10. There is no assurance of confidentiality.
11. Responses to questions may contain law enforcement sensitive information. Sensitive
information will be included in the analytical process but not be referenced in the final
public document.

The collection of information is estimated to average 0.33 hour per response, including
time for reviewing instructions, searching data sources, gathering and maintaining the
data needed and completing and reviewing the information collection.
Total Annual Reporting Burden
Total annual reporting burden hours is 1,155. This figure was derived by multiplying the
number of respondents (3,500) x frequency of response (1) x 0.33 hours per response.
The estimate time for response is a conservative estimate. The technology available to the
respondent will further reduce response time.
Public Cost
The estimated public cost is $17,325. This is based on the number of respondents
(3,500) x 0.33 hour x $15.00 per hour.
13. There are no capital or start-up costs associated with this information collection.

Government Cost
The estimated cost to the Government is $258,000. This figure includes an estimate of
one full time equivalent staff position for one year to provide information technology,
analytical, and clerical support (estimated at $100,000 to include overhead) and the cost
of verification and follow-up activities performed by NDIC Field Program Specialists
(estimated at $148,750 based on 2,975 hours (0.85 hours x 3,500 respondents) at $50 per
hour. In addition, this figure includes the printing and mailing costs of $11,250 associated
with the survey document.
15. This is an extension, with change, of previously approved collection – available in the
OMB Information Collection Inventory at OMB Number 1105-0071. Therefore, this
collection represents no increase in the current inventory.
16. NDIC intends to incorporate the response to the survey in an analytical product available
to all respondents and the public.
17. NDIC has no objections to displaying the expiration date of this information collection.
18. NDIC does not request an exception to the certification of this information collection. See
attached Item 19 of Form 83-I
