RBS to make prudent decisions regarding eligibility of applicants
and selection priority among competing applicants to enable the
recipients to carry on activities such as identifying and analyzing
business opportunities, establishing business support centers, and
providing training, technical assistance, and planning, all related
to rural economic development and assistance to rural
businesses.
