RESPONDENT RULES
HOUSEHOLD RESPONDENT
Any household member 15 years old or older who is
physically and mentally competent and knowledgeable may
answer the control card questions and questions about the
household as a unit.
HOUSEHOLD MEMBER 15 YEARS OF AGE OR OLDER
Each household member 15 years old or older, present at the
time of interview, should respond for himself/herself. If a 15+
person is physically or mentally incompetent, select a proxy
respondent. Also select a proxy respondent for a person
absent at the time of interview. Any knowledgeable
household member who is 15 years old or older may serve
as proxy. Following is a chart for your use in determining
who to interview. The choices are listed in order of priority.

If a person wishes to act as a proxy but is not a household
member, you must call your supervisor for permission
before interviewing the proxy. Enter a note in Case
Management using F7.
