Section 710(b) of the Communications
Act of 1934, as amended (Act), requires that almost all telephones
manufactured in, or imported into, this country are hearing aid
compatible. Congress recognized, however, that there may be
technological and/or economical reasons some new telephones may not
meet the hearing aid compatibility requirement, and therefore it
provided for a waiver request procedure. Section 68.5 of the
Commissions rules, 47 CFR § 68.5, provides the criteria to be used
to assess waiver requests.

The Commission has re-evaluated
its previous assessments of the various burdens for the existing
information collection requirements. Due to this re-evaluation: (a)
the Commissions estimate for the total number of respondents has
decreased by 8, from 10 to 2 respondents; (b) the Commissions
estimate for the total number of annual responses has decreased by
8, from 10 to 2 annual responses; and (c) the Commissions estimate
for the total annual burden hours has decreased by 24, from 30 to 6
annual hours. There are no program changes.
