Supplemental Information about the Annual Report of Cars Loaded and Cars Terminated (Form STB-54)
The following information is provided in compliance with OMB requirements and pursuant to the Paperwork Reduction Act of 1995, 44 U.S.C. §§ 3501-3519 (PRA):
This information collection is mendatory pursuant to 49 U.S.C. § 11162 and 49 C.F.R. § 1247. The estimated hour burden for filing this report is four hours per report.
The Board uses information in this report to forcast labor costs and measure the efficiency of the reporting railroads. Information in this report is entered into the
Board's Uniform Rail Costing System (URCS), which is a cost measurement methodology. URCS was developed by the Board pursuant to 49 U.S.C. § 11161
and is used as a tool in rail rate proceedings to calculate the variable costs associated with providing a particular service in accordance with 49 U.S.C. § 10707(d).
The Board also uses URCS to analyze the information that it obtains through the annual railroad industry waybill sample, see 49 C.F.R. § 1244, and in railroad
abandonment proceedings to measure off-branch costs in accorandance with 49 C.F.R. § 1152.32(n). In addition, many other capital Federal agencies and industry
groups, including the Department of Transportation and the Association of American Railroads (AAR), depend on Form STB-54 for information regarding the
number of cars loaded and terminated on the reporting carrier's line. All information collected through this report is available to the public. Paper copies of
individual reports are maintained by the Board for ten years, after which they are destroyed. Under the PRA, a federal agency may not conduct or sponsor, and
a person is not required to respond to, nor shall a person be subject to a penalty for failure to comply with, a collection of information unless it displays a
currently valid OMB control number. Comments and questions about this collection (2140-0011) should be directed to Paperwork Reduction Officer, Surface
