This collection is required to be filed by Class I railroads (currently seven), which have revenues in excess of 250 million dollars pursuant to 49 U.S.C. 11145. Information in this report is entered into the Board's Uniform Rail Costing System (URCS), which is a cost measurement methodology developed pursuant to 49 U.S.C. 11161-62. The Board uses the URCS to fulfill various requirements under the ICC Termination Act of 1995. See 49 C.F.R. 1248.

Miscellaneous Actions
The agency made two adjustments, both due to adjustments in agency estimates. The agency had previously incorrectly calculated the burden hours based on 4, rather than 5, required annual submissions. As a result the burden increased by 1085 hours. On the other hand, the agency had inadvertently overstated the number of hours per response. Correcting this error, decreased the burden by 1899 hours. The ROCIS system apparently handles this type of double error correction by recording the second error under agency discretion. ROCIS also recorded the number of hours in the first correction as 1899 so that the two error would cancel each other out and result in the accurate total hours requested, which is 7,595.
