changes, agency modified survey to reflect OMB guidelines on race
and ethnicity. OMB recommends that the agency ensure any future
survey collection submissions that collect information on race and
ethnicity meet OMB guidelines.

The Department is undergoing a
modernization effort to create a new, fresh, meaningful, scalable
and useful Treasury.gov site that is designed for optimal
constituent use. This new design will support the communications
and publishing requirements of Treasury; support the strategic
initiatives of Treasury; enable transparency (Open Government OMB
Directive M-10-06) and increased access to Treasury resources and
assets; and be user-centric and task-based. This modernization
effort also includes refreshing the Departments initiative sites
of FinancialStability.gov and MakingHomeAffordable.gov. To ensure
that the revised sites deploy features that are more advanced and
user-friendly, Treasury recommends that a series of usability
testing and focus groups be conducted among current and intended
users of the websites including the general public, businesses,
academia, etc..
The Department of the
Treasury is requesting emergency processing of a submission of
collection of information in order to conduct usability testing and
focus groups to support the modernization of the Departments
websites Treasury.gov, FinancialStability.gov, and
MakingHomeAffordable.gov. Treasurys web site is the authoritative
gateway for up-to-date information and data related to the
Department. As such, it is the public portal through which the
department carries out its mission. Unfortunately the current
website is no longer adequate to meet the Departments rapidly
changing needs, and thus needs to be aggressively modernized. The
modernization project has extremely tight deadlines and must get
the results of the focus groups by August 30, 2010 and the results
of usability testing by September 27, 2010. This ensures adequate
time to incorporate user feedback before the scheduled ready to
launch date of October 15, 2010. These deadlines prevent the
Department from being able to reasonably comply with the
requirement to publish a 60-day notice for comment in the Federal
Register. The Department needs to know whether this one time
collection of information is approved no later than August 20, 2010
in order to stay within schedule.
