Supporting Statement to Accompany SF-83I
A. Justification
1. The Office of Federal Financial Management (OFFM) leads efforts at governmentwide grants management to assure that Federal grants to non‑Federal parties are managed properly and spent in accordance with laws and regulations. Working cooperatively with Federal grant‑making agencies and non‑Federal parties, OFFM establishes policies and guidelines through OMB's grants management circulars.
Office of Management and Budget (OMB) Circulars A-102, Grants and Cooperative Agreements with States and Local Governments, and A-110, Uniform Administrative Requirements for Grants and Agreements with Institutions of Higher Education, Hospitals, and Other Non-Profit Organizations, establish the reporting requirements fulfilled by this form.
2. The SF-270 is used to request funds for all nonconstruction grant programs when letters of credit or predetermined advance methods are not used. The Federal awarding agencies and OMB use information reported on this form for general management of the Federal assistance awards programs(see Appendix).
3. Federal awarding agencies have the option of allowing grantees to use electronic submission of alternate forms. Although agencies can allow grantees to submit electronically, or via other forms, they are only approved to collect the information approved under this information collection.
4. There is no other source for the information reported on this form.
5. The information requirements do not pertain to small business or other small entities.
6. No less frequent collection is feasible.
7. No such special circumstances exist.
8. The information requirements have been in OMB Circulars A-102 and A-110 since 1971 and consequently subject to considerable comment by grantees. Notice in the Federal Register for the extension of this form is attached.
9. No such payments or gifts are contemplated.
10. No confidentiality is provided.
11. No sensitive information is collected.
12. The estimated reporting burden per respondent for this form is 60 minutes (1 hour). It is expected that 100,000 respondents will use this form. At an hour per response, the total burden is 100,000 hours
