Justification for Flex Pre-Survey

This collection seeks a no material and non-substantive change to an already approved generic collection with the addition of a pre-program survey for ECA program participants. The total burden for this survey is 367 hours. This survey will be administered on paper due to the lack of computer access/availability in the participants’ home countries. 367 hours will be deducted from the generic collection total resulting in a new total of 12198 hours.
