The purpose of this study is to
provide information to the DoD Comprehensive Review Working Group
(CRWG) for use in their report to the Secretary of Defense on the
repeal of 10 U.S.C. § 654. The CRWG requested RAND update their
1993 study. The 1993 RAND study looked to the experiences of other
organizations that were in some respects analogous to the U.S.
military. To learn about these experiences, the study team
conducted interviews with officials from selected U.S. police and
fire departments to learn about the organizations experiences
regarding the service of gay personnel. The study statement of work
requires updates of the analogous experiences since 1993 of
domestic police and fire departments and other potentially
analogous government agencies. The statement of work also includes
an update regarding implementing policy change in large
organizations. To update the 1993 reports chapter on
implementation, the RAND team will incorporate experiences from
large U.S. corporations, including major oil companies and defense
contractors that deploy personnel to austere environments overseas,
and from colleges and universities regarding dormitory assignments.
To complete these tasks, RAND will conduct interviews, similar to
interviews conducted for the 1993 study but focused on experiences
in the intervening years.
This emergency
submission is necessary because the collection of information by
RAND to update their report on sexual orientation in the military
is needed prior to the completion and submission of the CRWGs
report to the Secretary of Defense. RANDs report will also help
inform the CRWG with regard to its recommendations the Secretary.
RANDs report, therefore, must be finished by mid-September 2010.
As it requires the collection of data from numerous different
sources in a range of locations throughout the country and world
and, it is necessary to begin data collection procedures as early
as possible in June, 2010. If RANDs interviews are not approved
under an emergency process, it will impede the CRWGs ability to
fulfill its tasking by the Secretary of Defense to study the impact
of repeal on military readiness, military effectiveness, unit
cohesion, recruiting, retention, and family readiness.
