This regulation applies to each ammonium sulfate dryer within an ammonium sulfate manufacturing plant in the caprolactam, synthetic, and coke oven by-products sectors of the ammonium sulfate manufacturing industry for which construction, modification or reconstruction commenced after the date of proposal. Owners and operators must conduct an initial performance test , and monitor and record control device operating parameters, and comply with a particulate emission standard.
