This collection contains the
application requirements for the Race to the Top Fund Assessment
Program, a new competitive grant program.
The Department is
requesting that the Office of Management and Budget (OMB) clear
these applications on an emergency basis. This is an ARRA-related
collection and ARRA funds must be obligated by September 30, 2010.
Therefore, there is an immediate need to make applications
available to State Consortia. Receiving OMBs approval on an
emergency basis is essential to providing applicants adequate time
to apply for the Race to the Top Assessment funds. ARRA was an
unanticipated event, and required the writing of a Notice Inviting
Application as well as two Applications in a compressed timeframe.
Since ARRA funds must be obligated by September 30, 2010, ED cannot
go through the typical OMB clearance and meet this deadline.
