Subpart I requires that employers
perform hazard assessments of the workplace to determine if
personal protective equipment (PPE) is necessary and to communicate
PPE selection decisions to affected workers. Subpart I also
requires that employers train affected workers in the use of PPE
and provide training under certain circumstances. Employers must
document that the hazard assessment and training/retraining have
been conducted.

The proposed revisions would
result in a program increase of 1,590,765 hours the first year the
proposed rule becomes effective. The Agency estimates the proposed
and existing collections of information requirements will result in
a total of 5,142,936 burden hours. In this regard, the existing
subpart I provisions contain collections of information that impose
a total of 3,552,171 burden hours. The increase is a result of
adding fall hazards to the hazards employers must identify during a
hazard assessment and certifying, in writing, that the assessment
has been conducted.
